Thriller is one of the most successful eras of all time. True Blue is one of the most successful eras of all time. The Bodyguard Soundtrack is one of the most successful eras of time. Musicbox, Rhythm Nation 1814, 21, Confessions and many others that had both albums + singles success are best successful eras of all times.
Oops... I Did It Again! lacked hits in the US which is the biggest music market in the world. It is a great era which went diamond, that's all. Alanis Morisette's Jagged Little Pill is another example of a similar era.

No, it is not a must. OIDIA had legitimate hits - this much you cannot deny - and so whether they were, in the US only, 10 week #1 smashes or moderate hits (with strong sales support in one case) isn't very important when you look at the big picture. The singles were hits worldwide, album sales were still phenomenal, and the tour was a great success. I think that overall it qualifies as "one of" the most successful eras.
