He manipulated poor people. He had several schools and hospitals and he had this thing called "Mercal", a place where poor people could go and ask for free food. All run by Cubans btw, while Venezuelans had no jobs to look. That earned him the poor people's vote.
Middle-High class people didn't support him mainly because of the fact that there are practically no jobs available here and even having a Laws, Communication and even Engineering degree you may find yourself unemployed for the rest of your life.
Yeah, I think his surviving the presidency during the uproar of the middle class in 2003 was his pact with the millitary.
