I'd say Rihanna. ARTPOP could still flop and that could be the beginning of the end. Meanwhile Rihanna's dominance of radio worldwide just doesn't seem to ever end. Despite her shortcomings she is delivering too much to ever be forgotten.
The most likely is that they will both become legends.
You don't become a legend on tour receipts alone.
Chart success > tour success.

Bad Romance, Just Dance, Born This Way, Telephone and Poker Face has sold more than ANY Rihanna single.

Referring to some posts on this thread thus far; they both are popular but lets not get carried away with our selves and already consider them legends. Right now I have a feeling Rihanna is more likely of becoming a legend out of the two since alot is riding on Lady Gaga's next album.
