One could have easily thought Rihanna was done after RR but she came back with Loud.
If Gaga is on the decline because one album didn't match or sell more than her previous one, then I guess so is Rihanna. Your logic makes absolute no sense. Let's also not ignore the fact that her album sales almost match Rihanna's with less albums.

Okay, but you can't say that Gaga is a legend and Rihanna isn't when talking about album sales.
Rihanna has peaks and valleys, but has proven that she can double, and even triple, her past successes 7-8 years after her debut. Gaga has incredible sales, but they have
declined, and that's just a fact. The gap between The Fame/Fame Monster era and BTW is huge. ARTPOP will determine what her "potential legend status" is. It's too early to say for her.

Anyway, Gaga is more likely. She has the respect, the sales, the touring power, the impact (and not the kind that's felt after a beating) and acclaim.

Rihanna loses when you look at the number of albums sold and touring receipts, but has much of the same qualitative strengths. She is radio's golden child, has incredible support in the industry, and captivates the media. She has only improved in her performing capabilities, and at only 24 she still has a much larger window of time than her contemporaries to continue to make an impact.
Whether you like it or not, Legend R is here to stay.
