Why are South American legs not succesful?

In Colombia even with special offers the concert could barely sell 60% of the available seats. Some tickets were sold at half of their original price to increase ticket sales. This generated a wide criticism from fans who bought tickets at the original price; the production company made an offer to fans who bought tickets at their original price, so they could get another free ticket in the same location and a price adjusted refund, or a full refund.
In Brazil three concerts offered by the artist barely sold 70% of the seats. In Rio de Janero from the 90,000 tickets available only 40,000 were sold. In São Paulo sales increased, 70% of the available tickets were bought, while in Porto Alegre, only 16,000 tickets were sold, from the 30,000 offered tickets. To increase ticket sales of the concert, special offers were made, one of to include a two for one in some stand locations, and a 10 installments with no interest payment for tickets
In Chile ticket sales were higher than in the rest of the South American countries (40,000 of the 50,000 available locations were sold), however the show wasn’t able to sell all the locations immediately, and the production company for the concert had to make special offers 2 weeks before the show to sell more tickets. This included a 2x1 offer in stand locations, and reducing the price in most of the tickets.
Peru was another country with low sales of tickets, barely 50% of the available tickets were sold; special offers were also made to increase ticket sales. Tickets were sold in a two for the price of one offer, and some of them were sold at half of their original price.[78][79]

You always see Brazilian fans insist on their faves touring S.A. but when its time to buy tickets they forget about it.  I go to every pop concert in Chile and I am not here for pop stars to skip South America because of the low gross numbers.

Because those girls aren't big enough, it's not our fault if the biggest promo for their concerts is the internet. Bigger acts always do well, see U2, Black Eyed Peas and Linkin Park.

In my country tickets of 600 dollars were sold the same day for 70 dollars  (Lady GaGa Concert)

To everyone saying people here are poor...
How come Madonna was able to sell out stadiums all over South America? Her tickets are way more overpriced than both Gaga and Britney. (Though maybe Britney was too overpriced here in Chile. The most expensive ticket-not even M&G or Backstage Tour- was 625 dollars.)
