The public enjoying ONE track from an album does not qualify as ALBUM CONSUMPTION at all. But Billboard seem to think it does. It never has and never will.

SPS & TEA also got 1989 an 11th week at #1. Based on album sales alone Swift would've stopped at 10. I could see changing the rules to where SPS+TEA</=Raw album sales, meaning at least 50% of consumption units are truly raw album sales. I've said the same rules should be put in place for single certifications too, as well as CD certs, meaning Teenage Dream could go up to 6XP instead of 7XP.
