In the US, absolutely. But I hear plenty of places in Europe, for example, pay their waiters decent wages, so tips aren't necessary there.

If the server gives really good service then I will tip. If not, then sorry, but they shouldn't be working there if they are demanding tips from their customers even with bad service. Go find the money you want at another job rather than harrassing customers.

Those people all make minimum wage at the very least, or significantly more in the case of trash collectors (if I heard correctly). It's only compassionate to leave SOME tip for people who are making 2$ an hour and serving you.
Not tipping reflects worse on you than it does on them, btw.
