This. I think it could be reasonable to lower it to 400k for Gold and 800k for Platinum, for instance.
However that's no real solution to the problem. In our time, record labels need to promote their albums A LOT heavier on the internet than they're currently doing. Promotion on TV and radio only just doesn't cut it any more for most artists (unless you have broader appeal like Adele).
What labels need to do is expose their albums to internet users, and aggressively so. Not just through banners and other ads on random sites, because those can just be annoying and on top of that will be blocked out by any ad block software, but through actually putting effort and time (and money) into strong and innovative internet presence.
Question is if these efforts would pay for themselves in the end, but it would be the key to more success for many artists imo.
