Femme Fatale's album sales weren't as bad as Sorry For Party Rocking, which had one of the biggest songs of 2011 for example. What I'm putting into consideration is, this is Britney's SEVENTH studio album which she barely promoted, unlike the other girls. One featured performance on a primetime award show isn't "promotion" to me, especially opposed to Beyonce's numerous UK/US specials including the Glastonbury Festival. The rest of FF's were tragic morning/midnight show performances and she didn't even promote outside the US. Despite all that, the FF numbers may be low but they are certainly not disappointing given the circumstances. Finally, having airplay is NOT promotion to the album. For the song, yes, that's why they end up being hits.
Anything else?

Never said you did.
All that doesn't negate or disprove any of what I said. Singles are released to get people to buy your new album, no? All of Beyoncé's flopped. Britney, no matter how little promo ya'll may wanna claim she did, had 2 smash singles (Which is where the AI number comes in) that did very well. 4 sold 2.5 million. Femme Fatal only sold 1.7 million. For an album with no smash hits, to sell 2.5 million on top of being a majorly R&B album is practically an accomplishment. Femme Fatal had a sound that was/is very popular right now, a tour to support it and 2 smash hits. She should have sold far more than 4. But she has not.
