Actually, it doesn't. Going by ATRL Logic, since 4 had no hits whatsoever, it's a flop. Plain and simple.
Femme Fatal had 2 hits, Britney's greatest AI numbers and both singles sold more then 2 million copies (I believe). Why is Femme Fatal not over the 1 million mark here in the US? Smash hits are supposed to sell the album.
This reason would also put Talk That Talk right behind Femme Fatal.

First of all, I'm not most of ATRL and I don't follow this "ATRL logic", I have my own tyvm.
Femme Fatale's album sales weren't as bad as Sorry For Party Rocking, which had one of the biggest songs of 2011 for example. What I'm putting into consideration is, this is Britney's SEVENTH studio album which she barely promoted, unlike the other girls. One featured performance on a primetime award show isn't "promotion" to me, especially opposed to Beyonce's numerous UK/US specials including the Glastonbury Festival. The rest of FF's were tragic morning/midnight show performances and she didn't even promote outside the US. Despite all that, the FF numbers may be low but they are certainly not disappointing given the circumstances. Finally, having airplay is NOT promotion to the album. For the song, yes, that's why they end up being hits.
Anything else?
