Nicki is a rapper because she's nominated for Hip-Hop categories, is played on URBAN radio, and is generally always categorized under the Hip-Hop label. She just has the ability to switch it up if she wants.

Pitbull raps, but is put in Pop categories at award shows, isn't played on the format, etc.
