Perhaps, I guess we'll have to see. But I think one of the criticisms Gaga has received for her support of the LGBT community is that it's way different than Madonna's support at a time when it was literally dangerous in many areas to be out, so I think IKAG would be looked at as equally not so risky.
For Katy's sound though, I think she could really hit it out of the park if her next single is something totally different from Roar. I honestly do like the majority of her singles, but since CG they've all felt like she's just further refining the same song again and again. True, Madonna didn't have really unexpected/daring sounds at first, but it feels like there was more evolution. imo Katy is a lot more versatile than she is given credit for (judging from her earlier work especially), so there's no reason for her not to reflect that in her songs
