The difference between this era and her last is that she was quite hated so releasing 9 songs wasn't going to change that. She can release 9 songs this era and people are more receptive and will eventually buy it.

Exactly. Red was so much better, and honestly all the people I know that have bought the album have been girls under 14, which has made it so much worse and harder for me to get into it

On the other hand, 5 out of 600 people in my dorm (and I know the majority of them) bought it.

This is by FAR a justification though, props to selling even if her buyers are little girls, but y'all better learn how to sit down and deal with it when all of you were coming for Katy with the same excuses of her slayage when Taylor is the artist whose music is AS close as it gets to Katy's.
