Taylor is successful but she's not the global superstar Britney was and never will be. She has success but minimal impact or memorability.
But ATRL always does this. One hit album and the bandwagoners roll in, the "QUEEN OF POP", "LEGEND", "DESTROYING YOUR FAVES!" starts and then 3 months later it's forgotten about and they move onto the next hot thing.

Both of them scored their first 4 albums in the top ten best selling of each year, both with similar peak positions. Britney scored her fourth top ten best selling album 5 years after her first, Taylor scored hers six years after her first.
As for singles, Britney's scored her first #1 in 1998 and her second in 2008. Taylor scored her first in 2012 and her second in 2014. Given, Britney got her first quicker, but Taylor got her second quicker so they both balance out.
Geez, y'all gotta make everything complicated. Was that so hard? I'd say their peaks are pretty tied.

Britney:
14° Britney Spears – Greatest Hits: My Prerogative – 6.000.000 (2004)
Taylor:
2° Taylor Swift – 1989 – 4.619.000 (2014)
Obviously, Taylor's was bigger. But GH:MP sold more globally than ITZ did so it was resurgence for Britney on a global scale, just not the US... just like 1989 is a global peak for Taylor.
After this, Britney followed it up with Blackout, which was quickly followed by Circus, which spawned her biggest tour and two 3x Platinum singles (both #1 on top 40). 1989 will also spawn Taylor's biggest tour and two 4x Platinum hits (likely, both #1 on Top 40). Both of these occurred well into each artists' respective careers (8 years for Taylor, 10 for Britney).
So...? IDK where the problem is. The only difference was that Britney suffered a decline with Blackout, but was able to follow it up quickly with Circus for good 'ol damage control (and it worked).

But the reality is Brit started heavily declining 6 years into her career. While Taylor had a humble start up but has been slaying for almost 7 years now.

Are you talking about success?
Taylor is in the vicinity of Beyonce (solo), Rihanna, Lady Gaga, Adele and P!nk, trailing only Rihanna.
Neither of our faves are on Madonna's level. The closest to Britney is Beyonce (overall) and even she's nowhere close. Britney's also never surpassing Whitney Houston so she's pretty much stuck at 5th place unless Barbra Streisand manages to pass her again.

No. Britney has a legacy filled with iconic moments. Taylor sells well but I can't really think of anything she's done that is remembered, apart from when Kanye interrupted her.

Yes, but a decline from 25M to 22M is still considerably bigger than a rise from 5M to 8M

Uh she is bigger right now, and overall not, because Britney's BOMT era and her debut were much bigger than this Taylor era.
Taylor's music is very successful but she's not widely known by everybody, she's more of a kids/teens idol; Worldwide, I doubt if grown people (without kids for example) even know who she is.
Britney was a household name.

Britney was one of two females to debut with 1M+ in the physical age (despite it lasting multiple decades). She tripled the record for first week female sales and almost doubled the record for highest sales by a female artist in a week. Do we even want to compare on a WW front where Britney did like 600k more?
The digital age is much better for debuts on average, especially females. You could say it lacks in longevity, which is true and the reason why we count TEAs/SEAs.
I didn't say 1989 won't surpass Fearless WW. I said that it hasn't yet. And the term "globally" includes the U.S. 1989 has already outdone Fearless outside the U.S. but it has not outdone it globally.

I was born in the iconic year of 1998, and I can say Britney > Taylor
BOMT is ICONIC. Me and my gurls back in secondary school used to bop to BOMT and Toxic in the dinner canteen.
Britney has iconic looks, hits, controversy, performances, albums etc and Taylor has good sales. Which is cute, but there's much more than that

She'll be around 4.2M once her third single hits radio. I don't see her going past 7x Platinum. I'd have to stop you and say 14x Platinum is more impressive
