UMG's report is connected to Gaga's label and they say that it sold 6.8M WW by November 2011. Chart News tweeted that it sold 7M and Billboard reported 8M.
Realistically it has passed 7M WW.

Yes but she could be refering to shipments.
I believe that they are sales, it's not like every market reports their sales to an unofficial site like mediatraffic

Shipments! The certifications that artists take some times during concerts or whatever are based on shipments too. Sometimes the difference is small and sometimes big but the record companies are selling those copies so it's all matters for the record company.

No, no. Retailers can and do return excess shipments. That's why record labels keep unfaesably large reserves. Overshipping is also a tactic used to distort quarterly financial statements (like EMI a few years ago). The discrepancy between actual sales and shipments is concerning for UMG.
