I think you're misinterpreting the article. What the writer is complimenting Janet's 180. Between RN and janet., Janet did a complete overhaul of sound. TTWLG wasn't like anything she had done up until that point. It was a departure from her big dance numbers to a smooth mid-tempo R&B/Jazz/Hip-Hop/Dance fusion for which Janet wasn't known. With "Applause", Gaga didn't really reinvent capture that. "Applause" sounds like an updated version of a track left on "The Fame" cutting room floor.
I will agree to an extent that RN is somewhat of a manifestation of Control in terms of production and content, to a very small degree that is.
And even in Her absence, Janet is still very much so relevant to the music world.
