I just got that from a Reddit post and I'm confused since its assumptions or something. They apparently got it from Episode 8 Synopsis which is this, but I don't know where they found it
I spoke with someone involved in this show's production and as far as he knows, it has 13 episodes. The original plan was 15 episodes and that's why the IMBD page says so, but it's now 13 episodes long. He also said that the title sequence with the You Belong To Me song will debut on episode 5.
Since he was right about the opening I guess it is confirmed now there are 13 episodes Ryan also called the next episode the seventh and the finale the thirteenth.
Ryan just said yesterday in the fan event that the ones that return will be the same character. He even talked about how in Horror Story, the cast comes back as different characters, and for Scream Queens the survivors will stay the same and fight off a new villain.
