Because apartheid was a government-mandated system Meanwhile regular ol' racism in the US is socially enforced (though that's not to say the government doesn't also contribute, they just don't say it quite like that).

if anything it's kinda ASTOUNDING that white people were able to oppress black people thru apartheid while being the minority in south africa

Separate but equal at one point was allowed by the government at one point and legal in the US as well. But it was overturned, just like apartheid.
