Yes it did . It made Xtina only more Iconic. I still see people posting things like " Rise X , Rise , this is the beginning" in almost every singles thread.

If it had not flopped nobody would be remembering this album.

I've always felt like an album with terrible production and no promo deserves to do bad because of the lack of interest, but that's my opinion, it's a nice thing to think that no album deserves to too.
