Because Mariah has multiple albums that are not based on sales but shipments. Per RIAA that's acceptable.
Is there a variance similar to Mariah's sales vs shipment certs for Madonna's catalog?
But yes Madonna is still the best selling female and we are talking raw data even though Mariah is the most talented best selling female
