In cases like this, sure, but your argument completely breaks down in other situations.
We could talk about how consumers show comparatively little regard for singles like "Where Have You Been," despite radio absolutely whoring out such tracks because they have come to rely upon the artist(s) as hitmakers.
We could also talk about, more interestingly, situations like Britney having 11 number one hits going strictly by sales in the US throughout her career, but only five on the Hot 100 due to radio not playing her songs as much or banning those songs or being overweighted in general.
