What you are talking about is
Presidential Coattails It is almost always true. The winning presidential candidate does
gain seats, but that doesn't mean they gain a
majority. In 2012, Democrats gained 8 Houses seats, but not the 30~ or so needed to retake control of the house. This is despite the fact that they won the popular vote. See Maskim's post about gerrymandering. With the current political landscape, it will take a miracle for Dems to back the House. We will have to successfully defend every district we have, win every competitive district, AND win half of the districts that lean GOP!

To be fair I don't think anything Hillary is proposing will get passed with a Republican controlled congress either. We are pretty much voting on Supreme Court nominees and foreign policy...
