Not entirely, she still makes good enough money to put on a great show. The Monster Ball show was quite the big change for her and it still wasn't all that massive like the BTWB castle was. The translucent catwalk is great and all but she doesn't really need one to tour as shown from the festival dates without catwalks. All of that stuff is extra stuff. She actually seemed to have done way more with less.
I think it's safe to say that Gaga can still have successful hit singles. Applause is proof of that and DWUW is also proof of that too (not having a video and dropping it like she did ruined it though). She just needs to be completely herself next era, her issue this era was her trying to feed both the hardcore fans, the public, and the label all at once. It needs to be for her.
