Bald icon Blaine, the Gym Leader in Cinnabar Island. Blaine appears as a very jolly, eccentric quiz-master type character, but his work with Mr. Fuji and the fact that he hides his gym key in the destroyed Pokémon Mansion suggests some darker history to him, expanded on in the manga. In the three years after Gen 1, Cinnabar Volcano erupts and he moves his gym to the Seafoam Islands. He's a decent challenge and a very lovable leader, so I'm a bit confused at this placing.
