Why is it surprising? He's a nobody outside of the U.S., UK, and Canada. Europe and Latin America are where the real YouTube hits are at.
I see all of these local DJ's and D-list Latin singers racking up 200M+ views on each video like it's nothing. Even Prince Royce has a Spanish video with over 500M views and he's like the biggest flop ever.
Propuesta Indecente has almost 800m views and it's one of the biggest hits of the century in Latin America tbh.
In 2015, VEVO views really have nothing to do with "if this artist is known as an artistic video maker" though. The songs with the most views, are the songs that are the biggest hits and from artists with big fanbases. It's Katy Perry, Justin Bieber, and One Direction getting 1B views on VEVO. Not Madonna, Bjork, and Kanye West.
So it is surprising when these artists who have huge hits, and especially global ones are still struggling for VEVO certified in 2015.

The Latin artists and their VEVO views are so fishy, and the main reason why I'd never use VEVO as a receipt to determine how recurrent a song is or which was a bigger hit.
