CSTF! was huge and it helps that JT is still a huge star that the song will be at least decently remembered. It was everywhere this summer.
None of Usher's hits this decade have helped him retain his starpower and he severely lacks it nowadays - keep in mind Hard II Love is a pretty good album too, so it should've done better. We can argue about which hits were bigger in their time but are Usher's hits this decade actually remembered in 2016?
