Basically, you have a Neighbourhood (eg. Willow Creek) but instead of loading the whole world at once, and having like 5 Sims walking around, they have mini worlds inside the Neighbourhood.
So basically, you can play mini-area's of each world at once, and you can fully explore those mini area's. But if you want to go to another world, which is another part of the neighbourhood, you have to travel their via a load screen.
The idea is, they want each world to have as many Sims loaded at once. And the open worlds in The Sims 3, meant that community lots were limited like like 5 Sims and Nightclubs etc. were practically empty.
In The Sims 4, you have heaps of Sims talking in the street and walking around etc. and placed like the Nightclubs were packed full of Sims.
whereas in The Sims 3 Late Night, you usually had empty clubs.
In short: Smaller Worlds = More Sims.
