That's the reason why The Sims 4 has mini open worlds, rather than one big open world.
The Sims 3 even on Ultra Settings, would lag and glitch constantly. I actually played The Sims 3 last night, and noticed like 10+ bugs playing my game. I decided to film it because it was hilarious
A game like the Sims 3 needs a quad-core PC, no less to work properly. And most people don't have a quad core. I do, and it seems to work okay-ish, but due to all the bugs it still slows itself down.

They wanted to have really busy neighbourhoods in The Sims 4, so the only way to do that without making the game impossible to load, was to make each neighbourhood have mini worlds. And it worked
It also means our houses can have more detail without the framerate dropping.
