When writing a comment, do you have to make sure that your comment pertains to the content in the original post or something?

They can stray a little bit but not too far. Off topic warnings are usually given when people post completely unrelated stuff, like a post about another poster's character, posts about reports/warnings, etc.
And sometimes news articles turn into debates about gun control, religion etc. That's usually off topic as well, but it's less likely to get warned unless someone is being purposely argumentative.
