And no, sales isn't the say all be all in what's a bigger song.
"One Sweet Day" went #1 for 16 weeks and sold 2M which was a lot for a #1 then. "The Boy Is Mine" went #1 for 13 weeks and also sold 2M which was a lot then.
Are you saying The Motto is also bigger than songs that spent 16 & 13 weeks at #1, with the former being the best performing song of the decade? Sales change and fluctuate quickly for songs over time. What was the normal sales for a hit 5 years ago would now be rare.
Thus, Billboard and every other charting company ranks all-time hits (from different years like One Dance and Starships) based on chart runs.

What part of sales>>>>>peaks don't you understand? If sold A peaked at #1 for multiple weeks & sold 2 million. But song B only peaked at #8 but sold 4 million. Song B would still be the bigger hit, because it sold a lot more regardless of respective peaks.
One dance can go #1 in every country in the solar system. But it still won't sell anywhere near as much as starships. Thus it will still remain the lesser hit.
