Article 50 of the Lisbon Treaty states the following:
1. Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements.
The UK is a common law country meaning their laws are not codified.
What exactly are the constitutional requirements then and who decided the boundaries of those requirements?
