On the other hand " Womanizer" was doing a great job , it was at 2,7M and quickly surpassed the 3M mark but then it got stuck , I feel like its been in the 3,2M-3,3M range FOREVER now

Hmm... they're both selling about the same, "Womanizer" being at 3.369m now, "Circus" 3.031m. That's 300k+ since "Womanizer" crossed 3 million (April 2010), 30k+ since "Circus" did it (November 2012). We got the June 2012 update of "Circus" at 2.966 million and it took another 5 months to move 34k, and every update (Glee, X Factor, etc.) it seemed to be creeping along to the point. "Womanizer" has only recently slowed down, but it's still selling more monthly than "Circus" to this day and when we'd get the update it'd always be like an extra 50-100k.
Which is natural because it's her bigger hit from that era, though I prefer "Circus". I would put the latter close to 7 million worldwide (using IFPI 2009 receipts + the copies it sold in that final month of 2008).
