This has always been the case with music for awhile now, since pop world domination. When Brit, Nsync and Xtina(not limited to them) came around the scene, music in general had shifted.
But larger fan base was always and forever will be a huge deciding factor in the way music is received.
Adele is a good example of good music crossing over and smashing all other expectations(but such case is Rare, and has been rare for over a dacade).
