It's not a new investigation into Clinton, it's a separate case that has tangential relations to Clinton, so they're supplementing the original State Department investigation with these three emails that weren't attached to Clinton to her server, and were likely duplicate emails anyways.

There's no argument about semantics, when you said something false. They literally said they don't know the significance. Any other conclusion is speculation.

They're investigating because they literally have no idea. Could be nothing, could be World War III. Point is they don't know (which is why Comey shouldn't have broken protocol...just speaking of it gives presumption of wrongdoing).
