Since SoundScan era we use points total sales/streaming/airplay points to make year-end/decade-end charts. In the past Billboard used inverse system. For example:

#1 place = 100 points
#2 place = 99 points
...
#100 place = 1 point

To make year-end charts you have to sum all points from weekly charts.
