Considering the biggest music markets Demi is bigger in the UK and Selena is bigger in US, Germany, France, Australia and Canada. But there is not so much of a difference between them.

Selena is the first & only Disney Channel star to have two #1 albums on Mediatraffic's 'United World Chart'.
The one with more iTunes number 1s WW single & album wise. And Bigger sales.
And they really like to compare with Stars Dance era which was obviously so short, even I as a fan couldnt feel if it actually happened. And still sold pretty much as much as Demi.
Her streaming worldwide also - slaying Spotify effortlessly. Two songs in the top.

In terms of their WW rankings

1. Selena - US
2. Demi - US
3. Demi - Brazil (DEMI is Diamond there / 172,000 sales)
4. Demi - UK (DEMI sold 90k there - entire era sold about 2 million records)

I think Demi's sales in either the UK/Brazil markets are bigger than Selena's in any other country, bar the US tbh.
