The characters look japanese/ asian to japanese people and not white and they wouldn't indentify them as such.
-As for the features. Anime characters have huge and unnatural eyes ( white people don't have such eyes n). Eyes are just very important in japan when it comes to expression hence why eyes are also more important in emoticons there than any other feature
-Sure some characters have blonde hair and blue eyes but there loads of characters with dark hair and dark eyes and all kinds of other unnatural colors.
- Anime characters often have small noses but white people are generally depicted with big and long noses (a stereotype)
-And well many japanese people have white/ fair skin
