I know you think otherwise, but to me while she can only "perform" in North America in Vegas, she can do it overseas - That seems pretty clear when they say "if you are from Canada or the US and you want to see Britney, you must go to Las Vegas".
Also, that doesn't include promo performances. Aside from the fact that they are not that dumb - as in they would benefit from her performing on national television while doing concerts in Vegas - the media and PH people have been using "perform" when referring to Britney's concerts there ever since the rumors of the residency started.
