If we're talking about right now, I'll say Rihanna. I mean Shakira has had massive hits like HDL, WW, WW but those smashing singles are time ago (WW was huge because of WC, so let's not)

Shakira is big in Mexico even her most horrible songs charts high here (Rabiosa, Loca), I don't know how big she is in Europe.

I understand that "Je L'aime A Mourir" is French. Its success and the success of Shakira's "Sale El Sol" album are independent. Her album had already been out for more than a year and had gone several times Platinum in France before "Je L'aime A Mourir" was even released.

Not a big deal. Just clarifying.

Anyways, Rihanna releases better singles more consistently, has better videos, and has better management. I'm excited to see what positive changes may come with Shakira's switch to Roc Nation. Perhaps a collaboration may be in store.
