Nah Rihanna is bigger worldwide. The truth is that the US and UK are important (because they are the two biggest music industries), and Rihanna is big in them, and nearly every other country in the world. Shakira is completely irrelevant in US and UK, and is big in Europe, but just can't match Rihanna's level.

It was Africa's first time to host the games. They had to make it "special" by making a song made for Africa..."this time for Africa", etc. It's cheesy and corny and it worked and they even added that South African band to be part of the music. Perfect Storm for Shakira.
