JJ in her prime would get shout outs in hip hop songs ('...Put Me On A Planet, Dammit, Where All The Sistas Look Like Janet'). That's a sex symbol. Beyonce gets that as well ('Now all the Beyonces, and Lucy Liis...').

And today is credited to Beyonce for being the standard for a stage performer of any kind with her undeniable talent and overall slayage of the stage. Everything you're trying to credit to Janet seems to be something Madonna can be credited for on an overall scale which brings us back to the point that Janet was second fiddle to Madonna during her entire career even when she was selling more.

no. The name/impact is what makes a legend most the artist the REMEMBERED ultimate, not the influence. Popstars referencing Janet doesn't make Janet important to the general public and doesn't make her remembered more (by the general public).
Impact and influence are not the same thing. You have to understand that. Pop stars don't have to mention Janet, but Janet resonating in their work is proof of who is the ultimate. And being remembered is determined by what's in the industry, not what's going on within the general public.
