No one is arguing about that. But that doesn't mean that currently Rihanna hasn't a wider appeal to the general public (thus being more famous) than Beyonce.

In terms of recent charting success, Rihanna. But, in general, Beyonce is definitely the bigger star.

Again her controversies go hand in hand with her music. Without all that, she would still remain more popular, just for the fact that her music is being eaten by the public in large doses.
