We certainly can make penalties for bullying much more severe.

This will lead to fewer kids bullying/being bullied. Simple logic.

You know what... I'm starting to feel less sorry for people who kill themselves over bullying because it solves nothing and gives less hope to other bullied kids. It's not fair what they do to their parents, now his mom will live with this guilt for the rest of her life. He didn't end his life, he ended his family's too.

I agree with the idea of "Bully Penalties". They should make bully teens spend some real time in jail, the government needs to do something ASAP about this never-ending issue. I mean, even if the bullied kid doesn't commit suicide, he can either live normally after high school, or deal with it for the rest of their lives (which would probably make them commit suicide later).
