We're trying to differentiate the difference between copying and plagiarism.
Both of them have copied-- when you pay homages you deliberately copy and paste something. It isn't necessarily a bad thing.
Plagiarism, however, is when you deny you took from somebody else and try to pass it off as your own. Gaga has openly admitted the influence Madonna has had on her where as Madonna thinks the comparisons between her and Marilyn are completely wrong.

Thus Madonna becomes a plagiarist.

Madonna has openly stated she thinks the comparisons between her and Monroe are wrong. She has yet to list Monroe as an influence. Why doesn't she just admit that Monroe made her who she is? Just as Gaga has done.

The NME interview is an example of what Gaga feels like. She didn't say she was paying homage.
