Because the quality of an album isn't dictated by how good each individual track is. It is based on how the album works as a whole. Granted, the music has to be good, and if you ignore the bonus tracks, the music on BTW is at lowest 7.5/10 for me, but the album has to flow as well. I think it does that much better than TFM does. It ends to abruptly with Teeth, in my opinion. It needed a more show-stopping song. BTW has TEOG, for example.
