That's the point. People used to do it. They don't do it anymore. Gaga wanted the record to have this sound, and she did an amazing job as doing just that. However, that sound is just not what people want anymore. Therefore, this album is not commercial in that sense and that sense only.
I still love Born This Way as a whole, and prefer it to most songs on TF and maybe a few from TFM, but Gaga clearly didn't consider the whole when she made this album.

She said this album was for the
fans, and it really is. It's something that casual listeners can find at least
something on the album to like. For proof, just look at the haters on ATRL, they usually like 1-4 songs at most from the album. There is something for everybody on
Born This Way, but not everything is for everyone.
Ultimately, Gaga did what she wanted to share something personal to her fans, and that's all she wanted out of it. Also, it really didn't matter what Gaga did this go-round. She was going to disappoint someone somewhere. When you're going to make people unhappy you might as well do what you want instead of trying to do mission impossible.
This will put her next album in a pivotal role, and It's going to be a major success. I'm betting on it.
