I guess it's because it was the album where she "changed" drastically. Musically it's a good album, the instrumentals are pretty good. But what ruins the album (at least for me), it's the brattiness, the stupid lyrics, the (too much) high-pitched voice; and she even used dancers and all that paraphernalia. She (or her management) marketed to tweens and kids, not only by releasing those songs, but also doing other things, like the "Make 5 Wishes" books or Abbey Dawn that initially was for kids and young teens. A lot of people thought she showed herself as a "product" and sold herself out.
And now she's paying the price. Her (former) label rejected a more mature album because they though it wouldn't sell, and she was forced to (kinda) emulate TBDT formula for WTH and Smile. WTH did decent enough, but Smile flopped big time and WYWH can't do better because the first two singles ruined this era. 4 years, a lost chance and she almost has no fanbase in the US and UK.
I really hope she, her management and (new) label stop marketing her to tweens, she should be marketed to more adult audience, closer than further to her age. She won't be as massive as before, but she will have a consistent fanbase to attend her concerts, even though she doesn't sell tons of albums. However, I do think she might sell 3-4 millions if things are properly done
