Filler has nothing to do with singles i.m.o
I think it is a song that does not fit with the rest of the album to create a cohesive pattern. The song doesn't have to be bad but it just doesn't gel with the concept, theme or sound of the album.It could also be song that is not to the same quality as the rest of the record.
Overdoing a topic doesn't make certain songs filler. What are concept albums to you, then?
I would say as long as the concepts aren't repeatedly (and pointlessly) over done then they aren't filler tracks. When I think of albums with no filler I usually tend to think of Madonna albums like Ray Of Light or Confessions on A Dancefloor. I would also say if a song doesn't add anything new sonically to the album it could be considered filler.
True. Filler is more of a song that has no single appeal AND it does not contribute anything to the album.
Farewell for TTT would be filler. It would never be a single, and it does nothing to contribute anything special to the album.

im not a big fan of farewell, but it aint no filler. it's a good ballad that a lot of people can relate to. i dont think TTT would be as good without it as it is now.
The Last Song from Rated R could never have worked as a single and that wasn't filler. Just one example of many.

I suppose we simply have different definitions of filler, then. I've always found songs to be filler only if they do nothing for the album as a whole.

You are right that SIL is filler, though. I used to love it but now I don't know what I ever saw in it.

I ****ing love it too, probably my favorite of the album along with Cicle The Drain and E.T., but looking back at the album, it does derive a lot from the theme and has a complete diferent sound to it, so it could be considered a filler even being a great song.
And now...It's about to get messy.
