Download DVD Soft's Video to JPG Converter (it's free,) and extract images from the part you want to use for the avatar (you will have to specify the start and end points of the partition.) After you're done, check the properties of the video you used, and see the frame rate (it can go from 23.97 to 30 frames per second.) If you're using Adobe’s Photoshop, open the first image of the avatar, check the "image sequence" box, and type in the frame rate. After you're finished with resizing, cropping, etc. the avatar, go to File > Save for Web & Devices and change the looping options from “once” to “forever,” otherwise it will be played only once.
There is an easier way by just draggin the video into photoshop and cut the part you want, the latest version of PS supports videos, I mean just look at my avi so HQ
