Yeah. There's a downloads section. Everything is User Uploaded, but everything goes through a moderation process before uploaded so there's no crappy **** on there. You don't have to have an account to download.
Then there's a create section, where there are tutorials on how to create stuff for The Sims 2 and 3, plus creation discussions and creator feedback and a Where Can I Find forum. Then there's also a Social section, which has like a Sims General Discussion section, a Sims Creativity section (pictures, stories, movies, contests, etc), and a General Discussion section.
It's a really awesome site. It prides itself in being 100% free.
I always thought the plastic surgery feature was awesome though.
